The ALC Outcome Ladder is a way to measure SEO in five levels: foundation, visibility, qualified traffic, enquiries and revenue. You read the levels in order, because each one depends on the one below it. The first level that isn’t working is where to focus next.

Why measure SEO in levels?

Traffic alone doesn’t tell you whether SEO is working. Neither do rankings. A business can rank well and get no enquiries, or get plenty of visitors who were never going to buy.

The Ladder separates those problems. Instead of asking “is SEO working?”, you ask where the path from search to paid work is breaking down. That gives you a much more useful answer, and a clearer next step.

The ALC Outcome Ladder: Foundation → Visibility → Qualified traffic → Enquiries → Revenue

The five levels

Level 1: Foundation

Can Google and AI tools find, read and trust your site?

What to measure:

  • Important pages are indexed in Google Search Console
  • Pages load properly on mobile, and old links redirect correctly
  • Your business details are consistent across your website and listings
  • Your website has clear service pages and useful structured data

If it’s stuck here: Nothing above this level can work reliably until it’s sorted. Fix any blockers first.

Level 2: Visibility

Do you show up for the searches that matter?

What to measure:

  • Search Console impressions for your main services
  • Page-one positions for an agreed list of keywords
  • Google Business Profile views and map appearances
  • Whether AI tools mention you for relevant questions

If it’s stuck here: Check whether the target searches are realistic, and whether you have a strong page for each one.

Level 3: Qualified traffic

Are the right people arriving?

What to measure:

  • Organic visits to service pages, not just blog posts
  • Visitors from the locations you actually serve
  • The search terms bringing people to your site
  • Whether visitors go on to view other useful pages

If it’s stuck here: You may be ranking for the wrong searches. Review the terms and how well each page matches them.

Level 4: Enquiries

Are visitors getting in touch?

What to measure:

  • Forms, phone calls and emails from organic search
  • Calls and website clicks from Google Business Profile
  • Enquiry rate on your main service pages
  • Testing that your forms and tracking actually work

If it’s stuck here: Check your forms and tracking first. Then look at your offer, reviews, proof and calls to action.

Level 5: Revenue

Did it turn into paid work?

What to measure:

  • Enquiries from organic search that became clients
  • The value of that work
  • Lead quality, recorded in your CRM or a simple spreadsheet
  • A “how did you find us?” question at intake

If it’s stuck here: Look at lead quality and your follow-up process. The issue may be the type of enquiry, or what happens after it arrives.

How to find the stuck level

Start at Foundation and move up one level at a time. Stop at the first level where the answer is no. Most of the time, that’s where your next dollar of SEO effort should go.

What you’re seeingLikely stuck levelWhat to check first
Important pages don’t appear in GoogleFoundationIndexing, redirects and site errors
Your site is healthy, but nobody sees itVisibilityTarget searches, page quality and authority
Rankings are up, but traffic is flatQualified trafficPosition on the page, and whether people search those terms
Lots of visitors, but few enquiriesEnquiriesTracking, page message, proof and calls to action
Plenty of enquiries, but little paid workRevenueLead quality, pricing fit and follow-up

A worked example

Imagine a physiotherapy clinic that has invested in SEO for six months. The owner is frustrated because new patient bookings haven’t changed much.

LevelWhat the clinic findsResult
FoundationKey pages are indexed and load well on mobilePassing
VisibilityNow on page one for several local treatment searchesPassing
Qualified trafficMore local visitors are reaching the treatment pagesPassing
EnquiriesVisits are up, but online bookings are flat. The booking button doesn’t work properly on mobileStuck here
RevenueCan’t be judged until enquiries are workingOn hold

Writing more content wouldn’t solve this. The next priority is fixing the booking button and checking that tracking records each booking properly.

How to set it up in your business

  1. Record your baseline. Write down this month’s figures for each level, before any new work starts.
  2. Choose one or two measures per level. Fewer numbers are easier to keep up with and explain.
  3. Check your tracking. Send a test form and make a test call to confirm that they’re recorded.
  4. Track where paid work came from. Add a “how did you find us?” question to your intake process.
  5. Review monthly. Update the numbers, find the first stuck level, and agree on what happens next.

Expect the levels to move at different speeds. Lower levels tend to change first. It’s normal for Foundation and Visibility to improve before Enquiries and Revenue. Judge progress against what was expected at this stage, and look at the trend over several months.

How ALC applies this

The Outcome Ladder is how I read results for every client under the No Surprises Standard. I record your starting point in your first week, and each monthly report covers what was done, what moved and what I’m prioritising next. Frequently asked questions

What is the ALC Outcome Ladder?

It’s a five-level framework created by ALC Consulting for measuring SEO: foundation, visibility, qualified traffic, enquiries and revenue. Each level is read in order to find where the path from search to paid work is breaking down.

Why are rankings not enough to measure SEO?

Rankings show visibility, but they don’t show whether the right people are arriving, getting in touch or becoming customers. Rankings are one level of measurement, not the final result.

What tools do I need to use the Outcome Ladder?

Google Search Console, Google Analytics and Google Business Profile cover most of it, and they’re free. A CRM helps at the Revenue level, but a simple spreadsheet also works.

Can I use the Outcome Ladder with another SEO provider?

Yes. The framework works with any provider. Share this guide and ask them to report against each level.

How does the Outcome Ladder measure AI search?

AI visibility sits within the Visibility level, and your site’s readability sits within Foundation. Check whether AI tools mention your business for relevant questions, and track any referral traffic they send.
